Trial Court Administrator (Court Executive 3B) Bergen Vicinage

The Judiciary offers a strong opportunity for growth. The New
Jersey Judiciary seeks an individual to be responsible for the
daily operation of the Support Services Division within the Office
of Management and Administrative Services at the Administrative
Office of the Courts. The division is responsible for statewide
Facilities Management, Health and Safety, and Programs and
Procedures. Excellent management and administrative skills are
needed for this position as the Court Executive 3B will oversee a
support division and will report directly to the Director of the
Office of Management and Administrative Services. Remote Work: The
Judiciary currently offers a hybrid work schedule and this position
may for qualify for up to 2 days of work outside of Judiciary
buildings. To participate in this program, you will be required to
have high speed home internet access. Example of Duties: In
partnership with the Assignment Judge and Administrative Director
of the Courts, the Trial Court Administrator provides strong
leadership, vision, and innovative strategies to direct and oversee
all court operations of the Bergen Vicinage. The Assignment Judge
and the Trial Court Administrator serve as the executive component
of the vicinage. The successful candidate will define objectives
for performance at the organizational level; develop/implement
strategic plans to achieve the Judiciary's goals and objectives as
operationalized by the vicinage management and policy teams;
develop and manage a $30 million annual budget; allocate resources
for approximately 524 employees, 40 Superior Court Judges, and 46
Municipal Court Judges; supervise 9 division managers, the EEO/AA
Officer, and Ombudsman; manage and oversee all program development,
public outreach, case coordination, and management of Civil,
Criminal, Family, Probation, Finance, Municipal, Human Resources,
Information Technology, and Operations divisions including
security, management of emergent facilities matters, jury
utilization, research and development activities, complementary
dispute resolution and coordination of volunteers, records
management, statistical analysis, and equipment planning. In
addition, the candidate will exhibit effective decision-making
skills in Labor and Employee Relations matters, including
grievances and disciplines. The successful candidate will exhibit
excellent customer service and interpersonal skills, necessary to
nurturing a strong management team and to setting the tone for all
Vicinage staff in their interactions with others, the bench, and
the public. The successful candidate will promote access &
fairness, diversity, equity, and inclusion through collaboration
with external partners and internal stakeholders. As a member of
the Judiciary's Administrative Council, the Trial Court
Administrator collaborates with other senior managers in
formulation of statewide strategic initiatives for system
improvements and in assessing proposed uniform policies and
procedures on a broad range of court management matters. At both
the statewide and vicinage level, the Trial Court Administrator
will be tasked to reimagine, design and plan for implementation as
to how the New Jersey courts will operate post-pandemic, both in
person and virtually. As part of the vicinage's executive
component, the Court Administrator is the lead Judiciary manager at
the vicinage level responsible for developing and maintaining
relationships with County government, which includes the Board of
County Commissioners, County Administrator, Surrogate, County
Prosecutor, County Clerk, County Warden, and other County
officials; coordinating with the Sheriff regarding Courthouse
security requirements, negotiating space allocation with the
County, any court construction, as well as any necessary
renovations that may be needed in order to maintain the safety of
all employees and courthouse users. Salary range is $112,664.05 -
$161,770.85. For newly hired individuals, the starting salary will
normally be at the minimum of the salary range. Job Requirements:
Bachelor---s degree from an accredited college or university and
eight (8) years of managerial experience, which shall have included
responsibility for the management of budgets and administrative
operations; development and implementation of programs, policies
and procedures; and five (5) years of supervisor of professional
staff. Substitution: Applicants who do not possess the required
education may substitute additional professional experience on a
year-for-year basis with one year of such experience being equal to
30 semester hour credits. An Associate's degree and two years of
additional professional experience may be substituted for the
required Bachelor's degree. A Master's degree may be substituted
for one year of experience as indicated above - OR - a law degree
may be substituted for two years of experience as indicated above.
Residency Law: Pursuant to N.J.S.A. 52:14-7 (L. 2011, Chapter 70),
also known as the ---New Jersey First Act,--- all persons newly
hired by the Judiciary must establish, and then maintain, principal
residence in the State of New Jersey. Authorization to Work: US
citizenship is not required. Selected candidate must be authorized
to work in the US according to Department of Homeland Security, US
